The clearest difference is in-app purchases: 知天气 at none against Transparency Weather's 3. 知天气 also leads on ads (none vs shown). Transparency Weather's advantage is ratings volume (53 vs 3) and review sentiment (92% vs 80%). On price, rating, update cadence and device support there is nothing between them.

On the App Store both sit at effectively the same score — 4.3 for 知天气 against 4.5 for Transparency Weather. That said, the two scores are not equally well evidenced: Transparency Weather has 53 ratings behind it against 3, so its average is the more settled of the two. Written reviews are what separate them: 80% of 知天气's written reviews are positive against 92% of Transparency Weather's.
