Verdict
The clearest difference is rating: College Algebra at 4.8 against Symbolab Practice's 4.0. College Algebra also leads on review sentiment (82% vs 42%) and ratings volume (600 vs 42). Symbolab Practice's advantage is update cadence (every 3 months vs every 7 months). On price, ads, in-app purchases and monetization model there is nothing between them.
