Verdict
The clearest difference is review sentiment: DTV Stream at 100% against Watch TBS's 4%. DTV Stream also leads on rating (4.2 vs 3.3) and ads (none vs shown). Watch TBS's advantage is ratings volume (12K vs 5). On price, in-app purchases, device support and iOS requirement there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
DTV Stream holds the better App Store score, 4.2 against 3.3. That said, the two scores are not equally well evidenced: Watch TBS has 12K ratings behind it against 5, so its average is the more settled of the two. Written reviews point the same way: 4% of Watch TBS's written reviews are positive against 100% of DTV Stream's.
