Verdict

The call

The clearest difference is rating: SystemEye at 4.7 against ActMonitor's 3.5. SystemEye also leads on ratings volume (524 vs 23). ActMonitor's advantage is review sentiment (75% vs 40%) and in-app purchases (none vs 2). On price, ads, device support and iOS requirement there is nothing between them.

SystemEye holds the better App Store score, 4.7 against 3.5. That said, the two scores are not equally well evidenced: SystemEye has 524 ratings behind it against 23, so its average is the more settled of the two. Written reviews complicate that: 75% of ActMonitor's written reviews are positive against 40% of SystemEye's, so the app with the better star average is not the one people write more warmly about.
