Verdict
The clearest difference is review sentiment: Time at 100% against Policelight HD's 50%. Time also leads on price (Free vs $0.99) and update cadence (every 6 days vs every 6 months). Policelight HD's advantage is iOS requirement (5.1.1 vs 17.6). On ads, in-app purchases and device support there is nothing between them.
