The clearest difference is review sentiment: API Alerts at 100% against AWS Console's 42%. API Alerts also leads on rating (5.0 vs 4.7) and iOS requirement (16.0 vs 18.6). AWS Console's advantage is ratings volume (6.1K vs 4) and update cadence (fortnightly vs monthly). On price, ads, in-app purchases and monetization model there is nothing between them.
