Verdict
The clearest difference is rating: 必剪 at 4.8 against 水印相机's 4.2. 必剪 also leads on ads (none vs shown) and update cadence (fortnightly vs every 2 months). 水印相机's advantage is review sentiment (91% vs 61%) and iOS requirement (9.0 vs 14.0). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
必剪 holds the better App Store score, 4.8 against 4.2. That said, the two scores are not equally well evidenced: 必剪 has 5K ratings behind it against 162, so its average is the more settled of the two. Written reviews complicate that: 91% of 水印相机's written reviews are positive against 61% of 必剪's, so the app with the better star average is not the one people write more warmly about.
水印相机 ships an update every 2 months, 必剪 fortnightly. Both last shipped on October 26, 2026.
