Verdict
The clearest difference is ratings volume: Rally Horizon at 765 against Project FuZe's 3. Project FuZe's advantage is rating (5.0 vs 4.7) and review sentiment (100% vs 81%). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Rally Horizon sells 10 in-app purchases, starting at $1.99 per month and Project FuZe sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
Project FuZe holds the better App Store score, 5.0 against 4.7. That said, the two scores are not equally well evidenced: Rally Horizon has 765 ratings behind it against 3, so its average is the more settled of the two. Written reviews point the same way: 81% of Rally Horizon's written reviews are positive against 100% of Project FuZe's.
