Verdict
The clearest difference is rating: Code Notes at 5.0 against HTML Viewer's 4.5. Code Notes also leads on review sentiment (100% vs 85%). HTML Viewer's advantage is ratings volume (101 vs 1) and chart position (#79 vs unranked). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Code Notes sells 2 in-app purchases, starting at $4.99 per month and HTML Viewer sells 9 in-app purchases, starting at $2.99 per month. Whichever you choose, the download price is not the number that matters.
Code Notes holds the better App Store score, 5.0 against 4.5. That said, the two scores are not equally well evidenced: HTML Viewer has 101 ratings behind it against 1, so its average is the more settled of the two. Written reviews point the same way: 100% of Code Notes's written reviews are positive against 85% of HTML Viewer's.
