Verdict
The clearest difference is rating: Ro CEI Reader at 2.1 against FFVideoCam's 1.7. FFVideoCam's advantage is review sentiment (50% vs 27%) and iOS requirement (13.4 vs 15.6). On price, ratings volume, ads and in-app purchases there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Ro CEI Reader holds the better App Store score, 2.1 against 1.7. Both are backed by a comparable volume of ratings — 7 and 11 respectively. Written reviews complicate that: 50% of FFVideoCam's written reviews are positive against 27% of Ro CEI Reader's, so the app with the better star average is not the one people write more warmly about.
