Verdict
Pure Options and Utopia Gardens both sit at 4.8 stars, but that hides the real split: 100% of Utopia Gardens's written reviews are positive against 73% of Pure Options's. Pure Options's advantage is ratings volume (789 vs 17) and monetization model (free vs ad-supported). On price, rating, update cadence and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.8 for Pure Options against 4.9 for Utopia Gardens. That said, the two scores are not equally well evidenced: Pure Options has 789 ratings behind it against 17, so its average is the more settled of the two.
