Verdict
The clearest difference is in-app purchases: AudioStretch Lite at none against Funny Sounds!!'s 1. AudioStretch Lite also leads on ratings volume (621 vs 7). Funny Sounds!!'s advantage is iOS requirement (8.0 vs 12.0). On price, rating, review sentiment and ads there is nothing between them.

Both are free to download. Funny Sounds!! sells 1 one-off in-app purchase. AudioStretch Lite asks for nothing beyond the download.
AudioStretch Lite holds the better App Store score, 4.0 against 3.9. That said, the two scores are not equally well evidenced: AudioStretch Lite has 621 ratings behind it against 7, so its average is the more settled of the two. Written reviews complicate that: 73% of AudioStretch Lite's written reviews are positive against 80% of Funny Sounds!!'s, so the app with the better star average is not the one people write more warmly about.
