UC Basic Needs helps University of California students find essential-needs resources across UC campuses. Browse services for food, housing, financial support, health and wellbeing, family assistance, legal support, care coordination, technology, transportation, off-campus referrals, and other student support needs. Filter by campus and category, review service details, save useful resources, and share information when a student or supporter needs it. The app also includes Ask AI, a plain-language guide that helps students understand where to start for UC essential-needs questions. Ask AI uses the selected campus context and points users toward relevant campus resources when available. UC Basic Needs is not an emergency service and cannot monitor chats or dispatch help. If someone may be in immediate danger, call 911. For suicide or mental-health crisis support, call or text 988.

Verdict
The clearest difference is rating: UCBN at 5.0 against APA 2024's 1.4. APA 2024's advantage is ratings volume (9 vs 1) and iOS requirement (13.0 vs 17.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
UCBN holds the better App Store score, 5.0 against 1.4. That said, the two scores are not equally well evidenced: APA 2024 has 9 ratings behind it against 1, so its average is the more settled of the two.
