Verdict
The clearest difference is update cadence: MJ Dispensary at every 4 weeks against MJ Points's every 12 months. MJ Dispensary also leads on ratings volume (87 vs 1). MJ Points's advantage is monetization model (free vs ad-supported) and iOS requirement (16.6 vs 18.6). On price, rating, ads and in-app purchases there is nothing between them.
