Verdict
The clearest difference is rating: stupid devtools at 5.0 against HTML Viewer's 4.5. stupid devtools also leads on in-app purchases (none vs 9). HTML Viewer's advantage is review sentiment (83% vs 50%) and update cadence (every 4 weeks vs every 11 months). On price, ads, device support and iOS requirement there is nothing between them.

Both are free to download. HTML Viewer sells 9 in-app purchases, starting at $2.99 per month. stupid devtools asks for nothing beyond the download.
stupid devtools holds the better App Store score, 5.0 against 4.5. That said, the two scores are not equally well evidenced: HTML Viewer has 101 ratings behind it against 1, so its average is the more settled of the two. Written reviews complicate that: 50% of stupid devtools's written reviews are positive against 83% of HTML Viewer's, so the app with the better star average is not the one people write more warmly about.
stupid devtools ships an update every 11 months, HTML Viewer every 4 weeks. Both last shipped on November 7, 2026.
