Verdict
The clearest difference is update cadence: FLOG Golf at weekly against Settle Up Golf's every 2 months. Settle Up Golf's advantage is monetization model (free with in-app purchases vs paid) and ratings volume (6 vs 1). On price, rating, ads and in-app purchases there is nothing between them.

Both are free to download. Settle Up Golf sells 2 in-app purchases, starting at $49.99 per year and FLOG Golf sells 1 in-app purchase, starting at $2.49 per month. Whichever you choose, the download price is not the number that matters.
On the App Store both sit at effectively the same score — 5.0 for Settle Up Golf against 5.0 for FLOG Golf. That said, the two scores are not equally well evidenced: Settle Up Golf has 6 ratings behind it against 1, so its average is the more settled of the two.
