Verdict
The clearest difference is rating: Volume at 5.0 against Democracy Simulator's 3.6. Volume also leads on review sentiment (100% vs 64%) and monetization model (free vs free with in-app purchases). Democracy Simulator's advantage is update cadence (every 4 days vs every 8 days) and ratings volume (27 vs 5). On price, ads, in-app purchases and device support there is nothing between them.

Both are free to download. Volume sells 4 in-app purchases, starting at $1.99 per month and Democracy Simulator sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
Volume holds the better App Store score, 5.0 against 3.6. That said, the two scores are not equally well evidenced: Democracy Simulator has 27 ratings behind it against 5, so its average is the more settled of the two. Written reviews point the same way: 100% of Volume's written reviews are positive against 64% of Democracy Simulator's.
Volume ships an update every 8 days, Democracy Simulator every 4 days. The most recent releases landed on October 31, 2026 and November 5, 2026 respectively.
