Verdict
The clearest difference is review sentiment: Choir App at 100% against NotateMe's 45%. Choir App also leads on price (Free vs $39.99) and rating (5.0 vs 2.6). NotateMe's advantage is ratings volume (26 vs 2) and iOS requirement (6.0 vs 16.4). On update cadence, ads, in-app purchases and monetization model there is nothing between them.
