Verdict
The clearest difference is rating: WeatherSelfie at 5.0 against Hazard Notifier's 3.8. WeatherSelfie also leads on review sentiment (80% vs 50%) and iOS requirement (15.0 vs 17.0). Hazard Notifier's advantage is ratings volume (8 vs 1) and update cadence (every 2 months vs every 3 months). On price, ads, in-app purchases and monetization model there is nothing between them.
