Verdict
The clearest difference is rating: Comprehensive Islamic Library at 4.4 against الاختيارات الفقهية's 3.5. Comprehensive Islamic Library also leads on ratings volume (63 vs 4) and device support. الاختيارات الفقهية's advantage is review sentiment (80% vs 71%) and iOS requirement (10.0 vs 13.0). On price, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Comprehensive Islamic Library holds the better App Store score, 4.4 against 3.5. That said, the two scores are not equally well evidenced: Comprehensive Islamic Library has 63 ratings behind it against 4, so its average is the more settled of the two. Written reviews complicate that: 80% of الاختيارات الفقهية's written reviews are positive against 71% of Comprehensive Islamic Library's, so the app with the better star average is not the one people write more warmly about.
