Verdict
The clearest difference is in-app purchases: Bible Study Tool at none against Ministry Planner's 1. Bible Study Tool also leads on ratings volume (743 vs 1) and iOS requirement (11.0 vs 17.0). Ministry Planner's advantage is device support. On price and rating there is nothing between them.

Both are free to download. Ministry Planner sells 1 one-off in-app purchase. Bible Study Tool asks for nothing beyond the download.
Ministry Planner holds the better App Store score, 5.0 against 4.8. That said, the two scores are not equally well evidenced: Bible Study Tool has 743 ratings behind it against 1, so its average is the more settled of the two.
