Verdict
The clearest difference is in-app purchases: Live Webcam at none against Webcams's 2. Webcams's advantage is ratings volume (4.6K vs 17) and review sentiment (67% vs 43%). On price, rating, update cadence and ads there is nothing between them.

Both are free to download. Webcams sells 2 in-app purchases, starting at $4.99 per year. Live Webcam asks for nothing beyond the download.
On the App Store both sit at effectively the same score — 4.5 for Webcams against 4.5 for Live Webcam. That said, the two scores are not equally well evidenced: Webcams has 4.6K ratings behind it against 17, so its average is the more settled of the two.
