Verdict

The call

The clearest difference is price: Helium Streamer at Free against Tune Librarian's $4.99. Helium Streamer also leads on rating (3.0 vs 1.9) and update cadence (every 6 weeks vs every 7 months). Tune Librarian's advantage is review sentiment (20% vs 0%) and ratings volume (13 vs 2). On ads and in-app purchases there is nothing between them.
