Verdict
The clearest difference is ads: Comic Art Fans at none against Comic Geeks's shown. Comic Art Fans also leads on monetization model (free vs ad-supported). Comic Geeks's advantage is ratings volume (4.4K vs 13) and update cadence (monthly vs every 4 months). On price, rating, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.9 for Comic Geeks against 5.0 for Comic Art Fans. That said, the two scores are not equally well evidenced: Comic Geeks has 4.4K ratings behind it against 13, so its average is the more settled of the two.
