Verdict
The clearest difference is rating: Percussion Pro at 5.0 against Congas's 4.3. Percussion Pro also leads on monetization model (free vs ad-supported) and iOS requirement (10.0 vs 12.0). Congas's advantage is ratings volume (37 vs 1). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Percussion Pro holds the better App Store score, 5.0 against 4.3. That said, the two scores are not equally well evidenced: Congas has 37 ratings behind it against 1, so its average is the more settled of the two.
