Verdict
The clearest difference is rating: ColorSwitch! at 4.5 against Chuck Says's 3.5. ColorSwitch! also leads on ratings volume (4K vs 4). Chuck Says's advantage is ads (none vs shown) and review sentiment (100% vs 74%). On price, in-app purchases and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
ColorSwitch! holds the better App Store score, 4.5 against 3.5. That said, the two scores are not equally well evidenced: ColorSwitch! has 4K ratings behind it against 4, so its average is the more settled of the two. Written reviews complicate that: 74% of ColorSwitch!'s written reviews are positive against 100% of Chuck Says's, so the app with the better star average is not the one people write more warmly about.
