Verdict
The clearest difference is rating: Stick Animator at 3.9 against Comic Star HD's 3.7. Stick Animator also leads on ratings volume (980 vs 39) and device support (3 vs 1). Comic Star HD's advantage is iOS requirement (7.1 vs 14.0). On price, review sentiment, ads and in-app purchases there is nothing between them.

Both are free to download. Comic Star HD sells 15 one-off in-app purchases and Stick Animator sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
Stick Animator holds the better App Store score, 3.9 against 3.7. That said, the two scores are not equally well evidenced: Stick Animator has 980 ratings behind it against 39, so its average is the more settled of the two. Written reviews complicate that: 68% of Comic Star HD's written reviews are positive against 65% of Stick Animator's, so the app with the better star average is not the one people write more warmly about.
