Verdict
The clearest difference is ads: PKE Meter at none against Ghost Detector Camera's shown. PKE Meter also leads on review sentiment (75% vs 60%) and iOS requirement (7.0 vs 13.0). Ghost Detector Camera's advantage is rating (4.3 vs 3.9). On price, ratings volume, in-app purchases and monetization model there is nothing between them.

Both are free to download. Ghost Detector Camera sells 1 one-off in-app purchase and PKE Meter sells 1 one-off in-app purchase. Whichever you choose, the download price is not the number that matters.
Ghost Detector Camera holds the better App Store score, 4.3 against 3.9. Both are backed by a comparable volume of ratings — 831 and 363 respectively. Written reviews complicate that: 60% of Ghost Detector Camera's written reviews are positive against 75% of PKE Meter's, so the app with the better star average is not the one people write more warmly about.
