Clutter Image Rating (CIR) is a pictorial tool to determine the amount of clutter in a person’s home. The pictures are numbered from 1 = “no clutter,” to 9 = “severe clutter” for the three main rooms (kitchen, living room, and bedroom) in a typical home. Please select the number of the picture that most closely matches the level of clutter in each room that you are rating. Human service professionals and clients can use this instrument to assess each room in a home and gauge progress in reducing clutter.

Verdict
The clearest difference is rating: CPT Coach at 3.5 against Clutter Image Rating's 3.0. CPT Coach also leads on ratings volume (24 vs 4). Clutter Image Rating's advantage is review sentiment (50% vs 36%) and iOS requirement (7.1 vs 13.0). On price, ads, in-app purchases and monetization model there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
CPT Coach holds the better App Store score, 3.5 against 3.0. That said, the two scores are not equally well evidenced: CPT Coach has 24 ratings behind it against 4, so its average is the more settled of the two. Written reviews complicate that: 50% of Clutter Image Rating's written reviews are positive against 36% of CPT Coach's, so the app with the better star average is not the one people write more warmly about.
