Corrected an issue while adding people to a location or vehicle. The "select_location_vehicle" field value was not being passed to WebEOC, and thus "people" entered in WebEOC were showing as "Discharged". Corrected an issue when issuing microblink keys to the new certificate. Now the bundle id is passed with the request for a key.
