Big improvements to scrolling behaviour in chapter marks editor view: * Jumping to chapter mark position only occurs when the time label is tapped * Adjusting the marker time by swiping only works when the swipe starts on the time label This makes scrolling vertically through your list of marks becomes much more easy and less error prone on the right side of the screen. Also some minor adjustments for iOS 12.2
