Developer got back to me super quick and pointed me at the 'Local bind port' setting. Setting that explicitly makes the PAC name consistent and you can leave you PAC URL in setting alone. Works absolutely great!
Yes, other time this can use some documentation updates etc, but it does EXACTLY what it needs to now.
UPDATE 8/23/17:
Added another star to the rating and bought to unlimited connection upgrade. I now got it to work and there's only one remaining niggle preventing easy use of the SOCKS5 proxy. It works but takes a bit more taps than I'd like. I contacted the dev via the new support form to share my ideas.
Very excited about this! Just got NoMachine to work through it!

I need an app that allows me to ssh into work and run a SOCKS5 proxy so I can use a local browser on my iPad. It may very well work but my guesses as to the setup were apparently wrong... It fails to connect via the private key I supplied. The verbose output does not actually indicate the problem, though. Will have another look.
The other issue is that there is currently no documentation at all.
Really hoping all this gets ironed out because I desperately need this functionality (and am willing to pay for it, too)
