How much money is the city making from double bookings?

Went to the mobile pass app. Bought a one way ticket on the app with a credit card. Put in my name and address. Clicked ok. Just for order to disappear from the app. Then I get an email saying I will get my ticket in the mail in 15 days. Call help desk and all sales are final. So I have to buy another ticket when I get it the train station. Ask the help desks if this happens allot? She says “ No”. Then I go to the app reviews to see it happens to everyone.
