Chinese can‘t use this app？

If people in mainland China are not allowed to use this vpn, I don't know where people need to use VPN. The developer tell me why users in mainland China are suddenly not allowed to use it please. If it is due to local legal reasons, then Russia, Hong Kong, Iran and other countries also do not allow the policy.
