Face ID / Finger ID needed WHY??

I don’t understand why biometric data are needed for this authentication. App forced you to set them up in Apple account settings to use Swiss services - having lived in several countries. I was never forced to do this so far and do not see the need to share this information for governmental services when most other countries don’t
