Tracking permission is required

Is this even allowed by the App Store rules?

Mandatory Tracking Permission?

I was actually pretty excited to try an alternative for Goodreads. But seeing “Tracking permission is mandatory” (when you try to sign up) with no explanation and no way to access any functionality without it is just not it.
