Apple now has this built in to the Hebrew Keyboard (donโt need this app), go to settings, general, keyboards, then click on the Hebrew keyboard and select the Niqqud option. Then a little selector will appear in the bottom-right of your keyboard when typing Hebrew.
It does the job
One keyboard specialized for nikuds, may be not the most convenient, but it does the job.

Keys are too small, too expensive for the quality

Does vowels nicely, but no maqqef
Installation was simple and itโs quite usable. Unlike the international keyboard, the method for inputting sin vs shin is exactly the same for other vowels (the international keyboard where you can hold down ืฉ to enter) and similarly for other characters with dagesh fortes, there are no โshortcutsโ by holding characters down. But it works and the plus is that you can actually enter the vowels. Main niggle is that I couldnโt find any way to write a maqqef. Workaround is to switch to the international keyboard which has it as an option if you go to symbols and hold down hyphen.

No longer supported! That was my answer when I asked a question. After buying it I used it on Pages and Navigator. On navigator the keyboard covers the entire screen keeping you from seeing what you type.
