Scene Background bug

I honestly love this game but I bought several Scene Background changes and when I select them they do not change the appearance of the hospital at all. I paid money to buy jade so I could get these but they do nothing. My hospital still looks the same no matter which scene background I pick. Please fix. This and I will change my rating to 5 stars.

Love this app but am stuck on a quest to upgrade bonsai to level 4. It says that a letter needs to be unlocked, but I am not getting the needed letter. Is there a special offering needed to receive the letter to unlock this level? Up until this task I have loved the app.
