Unintelligible interface

Take a language, Pick voice to voice, a picture of two flex comes up. Neither one is interactive. There’s a cartoon bubble speech object. It is dead.

And up looking at two flags. Where is the translation capacity? Where is the video to teach me?
. It asked for use of the microphone. I said yes. No indication that it hears me. No indication of how to activate device. Help
