Quarter Turn

Quarter Turn is a pipe puzzle with one rule: tap a tile and it turns a quarter turn. Line the pipes up from the valve to the tank, and the water flows. Every level has an exact minimum number of moves. Not an estimate: a solver works it out before you play. Match it and you keep all three stars. Every move beyond it breaks one.
