Set every stone so every panel is satisfied — that is the puzzle, and plenty of walls will do it. Then there is the mortar. Wherever two stones meet uneven, the seam costs. A five against a one costs four. A three against a three costs nothing at all. So the wall that satisfies every panel is rarely the wall that costs least, and the whole game is finding the one that does both.
