Why do I feel scammed?

I expected a series of emojis after paying $0.99 - but instead, I got a menu of emoji packs I could then buy at a much higher price than I was willing to pay for what I thought was being advertised. Am I wrong to feel scammed? I think it would be weird if a restaurant charged you $0.99 to see the menu. But maybe thatโ€™s just me.

I wouldnโ€™t even waste the dollar to download because when you do get prepared to spend $2-$3 to download emojis that donโ€™t work in social media. Waste of money.
