Verdict
The clearest difference is review sentiment: Play Steps at 100% against Outwalk's 46%. Play Steps also leads on in-app purchases (none vs 1) and ads (none vs shown). Outwalk's advantage is rating (4.7 vs 3.8) and ratings volume (2.1K vs 5). On price and device support there is nothing between them.

Both are free to download. Outwalk sells 1 one-off in-app purchase. Play Steps asks for nothing beyond the download.
Outwalk holds the better App Store score, 4.7 against 3.8. That said, the two scores are not equally well evidenced: Outwalk has 2.1K ratings behind it against 5, so its average is the more settled of the two. Written reviews complicate that: 46% of Outwalk's written reviews are positive against 100% of Play Steps's, so the app with the better star average is not the one people write more warmly about.
Outwalk ships an update every 3 months, Play Steps every 9 days. The most recent releases landed on October 17, 2026 and October 8, 2026 respectively.
