Verdict
The clearest difference is monetization model: Tiny Tots at free against SusieCakes's free with in-app purchases. Tiny Tots also leads on review sentiment (100% vs 81%). SusieCakes's advantage is ratings volume (14K vs 11) and iOS requirement (13.0 vs 15.0). On price, rating, update cadence and ads there is nothing between them.

On the App Store both sit at effectively the same score — 4.9 for SusieCakes against 4.8 for Tiny Tots.
