Verdict
The clearest difference is ratings volume: Blue Waters Network at 2.9K against beaut.'s 72. Blue Waters Network also leads on update cadence (every 3 weeks vs every 3 months). beaut.'s advantage is device support (3 vs 1) and iOS requirement (15.1 vs 17.0). On price, rating, review sentiment and ads there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
On the App Store both sit at effectively the same score — 4.9 for Blue Waters Network against 4.9 for beaut.. That said, the two scores are not equally well evidenced: Blue Waters Network has 2.9K ratings behind it against 72, so its average is the more settled of the two.
