Verdict
The clearest difference is rating: Elevate Golf at 5.0 against Arcis Golf's 2.1. Elevate Golf also leads on update cadence (weekly vs fortnightly). Arcis Golf's advantage is ratings volume (87 vs 1) and iOS requirement (13.1 vs 15.1). On price, ads, in-app purchases and monetization model there is nothing between them.
