Verdict
The clearest difference is rating: MOBI Smart at 4.6 against Pregsy's 2.9. MOBI Smart also leads on review sentiment (39% vs 0%) and ratings volume (3.4K vs 7). Pregsy's advantage is update cadence (fortnightly vs every 3 months) and iOS requirement (9.0 vs 13.0). On price, ads, in-app purchases and monetization model there is nothing between them.
