Nebula incorporates a number of existing concepts like encryption, security groups, certificates, and tunneling, and each of those individual pieces existed before Nebula in various forms. Verdict
The clearest difference is review sentiment: Catch Count at 100% against Mobile Nebula's 56%. Mobile Nebula's advantage is rating (4.5 vs 4.0) and ratings volume (20 vs 4). On price, in-app purchases, monetization model and device support there is nothing between them.

Both are free to download. Neither carries in-app purchases, so what you see is what you pay.
Mobile Nebula holds the better App Store score, 4.5 against 4.0. That said, the two scores are not equally well evidenced: Mobile Nebula has 20 ratings behind it against 4, so its average is the more settled of the two. Written reviews complicate that: 56% of Mobile Nebula's written reviews are positive against 100% of Catch Count's, so the app with the better star average is not the one people write more warmly about.
