Verdict
The clearest difference is rating: Neon Ichiban at 3.4 against Comics Plus's 2.5. Neon Ichiban also leads on review sentiment (50% vs 20%) and update cadence (every 2 weeks vs every 2 months). Comics Plus's advantage is monetization model (free vs free with in-app purchases) and ratings volume (103 vs 5). On price, ads, in-app purchases and device support there is nothing between them.
