Verdict
The clearest difference is rating: Smart NFC Tools at 4.6 against NFC's 1.0. Smart NFC Tools also leads on ratings volume (478 vs 1). NFC's advantage is in-app purchases (none vs 1). On price, ads, device support and iOS requirement there is nothing between them.

Both are free to download. Smart NFC Tools sells 1 one-off in-app purchase. NFC asks for nothing beyond the download.
Smart NFC Tools holds the better App Store score, 4.6 against 1.0. That said, the two scores are not equally well evidenced: Smart NFC Tools has 478 ratings behind it against 1, so its average is the more settled of the two.
